WORLD PRESS FREEDOM DAY: CASES OF JOURNALISTS ATTACK ON THE RISE WITH 22 CASES RECORDED BETWEEN MARCH AND APRILL 2020

ARTICLE 19 EASTERN AFRICA, an lobby group which defends the rights of journalists has announced that there are 22 cases of violence against journalists while on duty in Kenya between May 2019 and April 2020.

The group which also trains journalists im various aspects of media sector says there are documented cases of attacks, harassment, intimidation rising to 
59 from 53 in 2019. 

Article 19 says attacks on journalists increased significantly in the first quarter of 2020 with 
recorded cases reaching 36, at the height of Coronavirus pandemic 
across the country. Of the 36 cases recorded, 22 violations took place 
between March and April, barely two months following the government’s 
announcement of the first case of COVID 19 on March 12 in Kenya.

"This constitutes 37 per cent of the total violations during the monitoring period.
These attacks were carried out by security agents, government officials, and 
organised mobs - including primary school pupils in a manner that clearly 
demonstrates a sustained effort to stifle and control the press, and limit the free 
flow of information in 22 Counties. 

The group says Nairobi region recorded the highest violations with 
13 incidents, followed by Mombasa with 6 and Turkana witnessing 4 cases.
Other 19 counties recorded between 3 and 1 cases each.

" As the journalists around the globe marks the World Press Freedom Day under 
the theme of Journalism Without Fear and Favour reporting about the 
coronavirus health crisis, corruption and the 2022 succession politics are the 
most sensitive stories for journalists to cover in 2020 in Kenya.

 Attacks at the county levels continued to increase as journalists have been denied access to
information or news venues to provide objective and critical reporting on the 
Counties’ development progress, their response preparedness to the 
pandemic and the shaping local politics.
“An independent media is crucial for Kenya’s ability to achieve her 
development agenda including the efforts to contain the raging pandemic 
and its watchdog role of ensuring that those in power are being held to 
account, said Mugambi Kiai, ARTICLE 19 Eastern Africa, Regional Director.

 “A free press cannot thrive in an environment in which journalists are constantly 
under severe and constant attack: this undermines freedom of expression, and 
democracy, in the country. 

Despite filing complaints with police cases of attacks and threats against 
journalists are rarely investigated. Of the 59 violations recorded by ARTICLE 19, 
only one case involving a non-state actor has been investigated with the 
perpetrators subsequently being taken to court. This is a mere 1% rate of 
effective investigation, suggesting a high level of impunity regarding attacks 
on journalists. 

“Failure to bring those responsible for attacks on journalists to account sends 
the signal that the media can be silenced through violence, and will ultimately 
lead to many journalists resorting to self-censorship, hampering the realisation 
of the right to free expression. The government must take the necessary steps 
to ensure that journalists are free to carry out their work, Mugambi said. 

ARTICLE 19 calls on the Kenyan government to uphold freedom of the media 
and to end attacks on journalists carrying out their work. The government must 
work to create an enabling environment for journalists to carry out their duties, 
without threat of attack or criminalisation 

TRUCE: MINISTRY FOR WATER TO WORK WITH WANGU MCA

Athi Water Works Development Agency Director Peter Irungu Kihungi. He has announced that together with the MCA Kamote, they will work together to implement water projects in Wangu Ward.

Ministry of Water and the Athi Water Works Development Agency will work together with Wangu Ward MCA Isaac Kamote Waciama to implement the water development projects in Mr Kamote's jurisdiction, Director Peter Irungu Kihungi has announced.

The director made the announcement in an exclusive interview with KK Online News bringing to an end the push and pull between the Ministry and the MCA.

While describing the differences as minute and unwarranted, Director Kihungi said he has personally worked with Mr Kamote at the County Assembly of Muranga and in the defunct Local Authority and can describe Mr Kamote as a leader who listens and cares for his people. 

"We will work together with the MCA to implement all the water projects in his Ward, we are also glad that he has acknowledged the fact that in his ways of lobbying to his people, he visited the office of our workaholic Principal Secretary for Water Joseph Irungu Wairagu who then deployed engineers who went with Mr Kamote in the ground for survey, it is indeed true and we shall work with the MCA just like we continue to work with all other leaders across the country," Mr Kihungi said. 

"We are committed to ensuring that the people of Wangu just like the people of all other areas get clean safe drinking water and we shall work with Mr Kamote to realize our objective and to realize our goals," he told KK Online News.

 Mr Kihungi was Kanyenyaini Ward MCA and a chairperson of defunct Muranga County Council before he was appointed by the Head of State in the popular Agency to provide water to Kenyans.

He has teamed up with Mr Wairagu popularly known as Wairagu Wa Maai to connect people with water a move they have undertaken with zeal and passion. 

On his part, Mr Kamote welcomed the decision by his former colleague saying both parties were working for the better of the ordinary Kenyans in bid to connect them with water.

He said he has never had any ill motive against Mr Kihungi or Mr Wairagu and that he will continue patterning and lobbying to them so that his people get water.

"I'm very delighted to announce that after interventions by the government, the projects will start in June, I have sought the assistance from the office of Mr Wairagu for the water projects and other offices of the National Government for other projects, the government representatives are welcome to Wangu to launch the projects to realize the President's agenda," he told KK Online.

The Ministry has outlined several water projects which will be initiated by June. The projects include: Laying of a 21.4 km of Gitweku Kagaa pipline, 35.5km Weithaga Gatheru transimission pipeline, 16.8 km Karuri Kalembe pipeline, 2km Mukangu pipeline, 7km Gatheru pipeline, 3km Gitie pipeline, 4km Mukungai river distribution, 12km Gikandu distribution 4kmGituto distribution,4km Gitie Distribution.

IT’S DONE! COUNTY 021 ICU FACILITY READY IN 21 DAYS

Today, Friday 1st May 2020, marks exactly 21 days since the day we, the people of County 021, dared to dream.

It is 21 days since the day my government embarked on a seemingly impossible mission of building a new 35~Bed State~Of~The~Art ICU Facility at Murang’a Level 5 Hospital, as part of our long term measures, aimed at boosting the war against COVID~19.

When I announced that we would be putting up the largest ICU facility in the country, in just 21 days, and the first foundation stone was laid, all manner of reactions came in.

There are those who welcomed the move and supported us from the onset. There are those who criticized the project from Day One. And still, there are those who silently watched and monitored, counting the days. All the reactions are hereby acknowledged and appreciated.

From Day One, our agenda was very clear. Our principal focus was securing the health of our people, and our future generations, by setting up a facility, which would not just effectively serve us during these dangerous times of Coronavirus, but also in the future.

And today, I am pleased to announce that, indeed, we have hit the ultimate! The ICU is complete, fully equipped, highly qualified staff recruitment done and the facility is now ready to receive its first patient.

We have also gone further and renovated the rest of Murang’a Level 5 Hospital, to ensure we have a proper facility which will play a critical role in the Coronavirus war. 

Truth be told, ensuring that all this is done has been no simple task. Challenging the ordinary is never easy. It has taken lots of effort, energy, dedication, discipline, selflessness, cooperation and support from all stakeholders. 

Unpredictable and disruptive weather conditions have been endured, hard yet crucial decisions made, long working hours become the norm for all of us and numerous sacrifices made.

My sincere gratitude goes out to all those who played different roles, from the tens of hardworking citizens who did the real construction, to the experts who provided professional support. Each effort is duly appreciated.

Because we dared to dream and chase that dream together, we now have a facility which will not just serve the people of Murang’a but also the rest of the country.

One day in future, Kamau who fed ballast to the mixer, Njoroge who added sand, Mwangi who added cement, Waithera who added water and Ng’ang’a who pushed the concrete~full wheelbarrow to the slab, will all look back and feel proud of being part of history being made.

Indeed, as I said earlier, the person who says it cannot be done should not interrupt the person doing it.

He wants leaders to give back to the community in their small ways to feed a mouth or two or even contribute in supplying Personal Protective Equipments (PPEs) like masks to the medics in bid to tame Covid-19.

Former PS Irungu Nyakera, he says he was fired for his excellent performance

Former Principal Secretary at the Ministry of Devolution Planning and the ASALs areas Irungu Nyakera has opened up on the reasons to his exit from the lucrative government position.

The unapologetic former PS says he was not reappointed to President Uhuru Kenyatta led administration due to his excellent, notable and stellar performance of a 100 per cent warning those holding government positions that 'performance is not a good thing when in government'.

He says he had been warned by a certain CS for over performing and outshining some government officers.

Mr Nyakera also notes that the fact that he had come from nowhere lack of a godfather and failing to conceal his zeal in politics and political intentions also cost him his job.

"The actual fact is that my stellar performance was 100% the reason for my not being re-appointed. Actually, performance is not a good thing when in government. Had I then read “48 Laws Of Power by Robert Green”, I would certainly have been re-appointed. I made huge mistakes - I tried to overperform - a certain CS cautioned me, a little too late, and told me there is no superstar in government; I trusted some people too much; I outshone people; I said more than necessary; I undertook to appear perfect; I was young and came from nowhere and didn’t look for a godfather; and worst of them all,  I did not conceal my political intentions," the former PS says. 

He however adds that he has no scores to settle with government since the President honoured him by appointing to work in his administration but reiterates that it is not wise for Kenyans to keep quite while their voices including his can build a better Kenya.

" I don’t criticize government to settle scores - actually I have no scores to settle as I was truly honored to have been appointed to serve by the President. But if we all keep quiet when our voices can help build a better Kenya, we will be remembered as honorless men and women by posterity. We will have failed. As such, I will always raise my voice, but always respectfully," Mr Nyakera says.

For those who may not know the going turk, he is a product of Starehe Boys proceeded to Stanford University and held several positions and has continued to serve in different capacities even after his exit from government.

Before serving in the Devolution docket, the Muranga son served as the PS in Transport and Infrastructure docket. 

He has also served as the Managing Director at the Equity Bank in the Investment wing.

But his star continues to rise, akin to the saying that goes, when one door closes, many others open, Mr Nyakera is now working I'm different capacities.

He is the current chairperson for Political Parties Liaison Committee and a Deputy Party Leader of Democratic Party of Kenya as well as a key activist in the tea sector and his continued push for better renumeration for tea farmers and dictatorial leadership by Kenya Tea Development Agency has seen Ministry of Agriculture come up with a radical surgery and regulations in the sector. 

Mr Nyakera also leaders a foundation: Irungu Nyakera foundation that has been involved in activities geared in improving the livelihoods of Kenyans and giving hope to people who come from poverty stricken areas as well as encouraging students to work hard I'm schools.

KAMOTE STRIKES AGAIN URGES KENYANS NOT TO BE DECEIVED,

A letter sent by Mr Kamote to the President detailing the proposed development projects

 He says he singlehandedly lobbied for all the projects in his Wangu Ward.

In a hard hitting statement that he has released after Ministry of Water accused him of engaging in myopic politics over the water projects, Mr Kamote has produced a letter which he sent to President Uhuru Kenyatta explaining that it was the President who advised him to draft the letter outlining all the projects he proposed to be conducted to his people. He says he met the Head of State in 2017 at Karuri market of Kiharu during campaigns  and requested him to assist in implementation of several projects in Wangu Ward and it's environs including tarmacking of Maragi - Gatheru - Gitige - Wanjengi - Weithaga road and availing of water pipes to distribute water in the entire Wangu Ward among other projects. After the President's advise to write a letter, Mr Kamote says he wrote the letter and delivered it on  20/1/2017 through State House Presidential mail office.

The MCA says he also met the President  at Kenol market in October 2017 while he was campaigning for a second round of Presidential repeat elections that was to be held on 26/10/2017 and reminded him about their last meeting and the letter. He also handed him the same letter and promised to look at the projects after elections. 

 On 15/9/218, during the wedding of Senator Irungu Kangata which the President had attended, Mr Kamote took advantage of the airtime to remind the President of the project proposals and the  tarmacking of Maragi - Gatheru Gitige  Wanjengi - Weithaga road and water distribution for the entire Wangu Ward among other projects.  

'When the President rose to address the congregation, he responded positively to my requests and assured all and sandry that the road would be tarmaked as well as other projects would be done. Seventy percent of the projects l had requested our President for support have been approved and are being implemented gradually like the tarmacking of the roads whose contracts have been awarded and the Contractors are set to start the works any time.' He says.

Early last year, the MCA recounts he  visited the Ministry of Water PS, Hon. Irungu Wairagu and explained him all the challenges that his people go through. The PS according to MCA sent him to the CEO of Arthi Water Eng. Mwangi Thuita and who assigned two engineers to accompany him to survey all the water needs in Wangu and report back to him all the requirements.

" Together, we agreed to visit Wangu Ward the following day and where we assessed all the water requirements for the entire Ward. Consequently, l have followed the issue with the PS and Arthi Water CEO in Nairobi together with KAWASCO Technical Manager, Mr. Kairu and eventually a tender was awarded," The MCA told KK Online News.

But the MCA is perturbed 'by the kind of hatred, arogancy and animosity that has been displayed by some people regarding the authenticity of the letter, boundaries and the level of projects l am entitled to handle or lobby for the benefit of Wangu Ward people.

While describing his critics as sycophants full of jealousy, hatred, malicious, Mr Kamote says the sycophants might do anything just satisfy the ego of their masters.
